HWA working in partnership with the Planning Sub-Committee have engaged expert consultants and lawyers (listed on www.hadleywoodnp.co.uk) for the legal advice required at this final stage of the Local Plan consultation process and we hope to be able to engage a leading planning barrister to represent us at the Independent Examination, if we receive enough donations to cover this cost. We think his representation may be critical to our success, allowing us to put forward the best case possible for not releasing our Hadley Wood fields from Green Belt protection.
The Council is currently proposing the development of 160+ housing units on our Green Belt. We think this could likely rise to up to 500 homes based on current dwellings/hectare and the Council could allow up to 7 floors high. This will affect everyone living, visiting and working in Hadley Wood as, at a minimum, it will add traffic congestion, worsen air pollution, heighten flooding risk and increase pressure on our local infrastructure eg school places.
This is the final stage of a vital campaign for Hadley Wood and we need the community's support, so please give generously.
We are targeting a fighting fund of £65,000 + Gift Aid (totalling £80,000) to be raised now (2024) in addition to the £65,000 successfully raised for the first consultation (2021). The original funds covered the 2021 campaign with the balance used for first advices for the 2024 consultation. The new funds will cover further experts and legal advice for the 2024 consultation and the expensive top barrister representation at the Independent Examination. We have a very strong case that is worthwhile to present as best we can.
The immediate neighbours are again leading the way, but we really do need everyone who wishes to protect our green environment to contribute. The target is realistic; we raised a similar amount in 2021. But you cannot rely on others; we need many more residents to contribute this time.
We are again asking for £200 or more per household PLEASE, but any amount is very gratefully received (and there were a good number of very generous donations last time). All funds donated to the ‘Save the Hadley Wood Green Belt campaign’ will be ring-fenced and held by the HWA in a separate account: HWA Green Belt Account at Unity Trust Bank
They will be used to pay for professional planning consultancy services, legal services and communications expenditure related to this specific campaign, responding to the consultation on the Enfield Draft Local Plan (which includes a proposal to release the Duchy of Lancaster meadows from Green Belt to build 160 homes).
All expenditure will be approved by the HWA Trustees under guidance by the Hadley Wood Planning Sub-Committee, comprising residents who are members of the Hadley Wood Association and the Hadley Wood Neighbourhood Planning Forum.
A full income and expenditure account for the fund will be included within the annual accounts of the HWA, and reports on the account will be available to donors on reasonable request.
The campaign will be deemed to be closed when the Duchy of Lancaster meadows have been finally confirmed as remaining within the Green Belt under the Enfield Local Plan. Should the campaign be unsuccessful, residual balances will be used to consider and (if appropriate) pursue any legal or other appeal process, to review any subsequent planning applications on the Duchy of Lancaster meadows or to address any future Green Belt developments immediately impacting Hadley Wood.
Any final balance at the conclusion of this process (which could take several years) will be released and available to the Hadley Wood Association, for the trustees to use at their absolute discretion for the benefit of the residents of Hadley Wood.
Donors are requested to email the HWA when sending donations stating the amount and the intention to donate to the Green Belt fund. Gift Aid is applicable. All amounts received into the Green Belt Account will be deemed to have been provided on the terms of this Mandate.
